This article grew up within activities of research project No. WD-30-07-1 „Innovation Approach to Analysis of Disparities on Regional Level“, financed by Ministry for Regional Development during years 2007 - 2011. First, in the research project phase there was initiated the pilot questionnaire survey just within municipalities of Liberec region; its aim was to acquire some basic information about „soft“ indicators, related to economic situation of those municipalities within 1. - 3. level. This questionnaire was separated into three parts: 1. „Description“, solving general characteristics of the municipality; 2. „Proposals and Recommendations“, focused on obtaining any ideas about economic „poorness“ solution; 3. „Additions“, evaluating above all the fruitfulness of municipalities within the sphere of project proposals and realizations. The project team then decided to carry out the full-area questionnaire survey within all municipalities in the Czech Republic. Text of this article is devoted above all to the methodology of questionnaire survey, i. e. which way the questionnaire of pilot survey, destined just for Liberec region, had to be revised into the new full-area questionnaire, destined for all Czech municipalities. This new questionnaire already contained 8, or 9, parts: 1. Unemployment and job opportunities; 2. Domicile atractiveness; 3. Population density and allocation; 4. Age structure; 5. Civil amenities; 6. Economy structure; 7. Sustainable development; 8. Business activity; 9. Additions. The overall target of WD project then (the above mentioned full-area questionnaire survey is its part) is to formulate any measures leading to reduction of interregional disparities within economic development of the Czech Republic.
