Požadavky uživatelů na kvalitu webových stránek městského úřadu

Anotation:
An importance of information and communication technologies for public administration is today evident. These technologies can, besides others, ease access of citizens and businessmen to information and services provided by public administration authorities. Inclusive society belongs today to the aims of all European countries including the Czech Republic. Information systems providing information and services to the public must be designed in the adequate quality and they must need all their users‘ requirements, needs and capabilities. The article describes results of an inquiry aimed to collect evaluation of current Web pages of the City Authority of Hradec Kralove by the public and businessmen and their requirements on the Web pages. ISO/IEC 9126 quality model is used as a framework of this research and selected characteristics of quality in use and external quality are studied. In total, 100 filled questionnaires were collected. Users‘ requirements are compared with their evaluation of the current Web pages. It was found out that the quality of information is the most important quality characteristic of the Web pages for the users. Usability of the system is a very important characteristics too but in the case of a city authority (in general) users often have no other choice so this characteristics was found as a less important one. The less important characteristics is attractiveness of the Web pages. Again, due to the certain „monopoly“ nature of a city authority it is not so important for the public how the Web looks like. At the same time it was found that old people use Web pages less than the other groups of the citizens so it seems that a problem with digital divide can exist. Some recommendations how to improve Web pages are given in the end.
