From the analysis results that strategic development plan is dealt on the best level by municipalities having 10 000 - 50 000 of inhabitants. The worst dealt strategic plan is by the municipalities having 500 of inhabitants. According to respondents, recruited from municipality representatives, 85 % of plans contain medium to long term development priorities. The housing construction is meant as the most serious priority.
