The European Union requires a basic reform. Its contemporary conception doesn´t create a sufficient stimulus for the development of economy and slows down the processes of integration in Europe. The contribution shows this fact by some examples in economy and democracy. Attention is paid to the questions of the entrance of candidate countries into the European Union.
