Financial means from the common budget of the EU for structural operations are destined for the member states. They are granted to structurally afflicted and economically weak regions. This help is determined by the quality preparation of regional development plans, operational programmes and projects, strategic and programme documents, the creation of effective implementation structures and relating administrative and legislative framework. An important task is also the ensuring of concurrent financial programmes in proportion to the means provided by the EU (the principle of additionality).The importance attached to integration into the EU, the use of structural funds, and thus also to the drafting of the national Regional development plan of the Czech Republic, is demonstrated by the fact that the Czech Government has included preparations to use of structural fonds among its essential priorities.
